Assalamualaikum Dan Salam Sejahtera

1. Terlebih dahulu saya ingin mengucapkan ribuan terima kasih kepada YB Dato’ Seri Ong Ka Ting, Menteri Perumahan Dan Kerajaan Tempatan kerana sudi bersama kita dan seterusnya menyampaikan ucaptama dan merasmikan Seminar `Fire Safety-Performance Based Approach’ pada pagi ini. Saya juga ingin mengambil kesempatan ini mengucapkan selamat Hari Raya Aidilfitri kepada para hadirin sekalian. Syabas kepada tuan-tuan dan puan-puan dan semua peserta seminar kerana telah sudi meluangkan masa untuk menghadiri Seminar ini walaupun masih dalam suasana meraikan Hari Raya Aidilfitri.

2. Pada masa yang sama saya juga ingin merakamkan penghargaan dan terima kasih kepada `Majlis Sukan, Kebajikan Dan Kebudayaan, Jabatan Bomba Dan Penyelamat Malaysia’ (MASKAB) dan `The Institution Of Masters In Disaster And Emergency Management Malaysia’ (I.M.D.E.M.M.) kerana telah memberi kerjasama dan komitmen untuk menjayakan seminar ini.

3. Malaysia has experienced vast and rapid development in the last two decades. Plenty of mega structures have been erected with the new concepts and design due to the socio-economic needs. Thus, we realized that the existing Uniform Building By-Laws and other prescriptive codes in the context of Fire Safety is no longer applicable to this kind of premises. In this circumstance, Fire Authority and fire consultants have always look for or adapt other alternatives to overcome the shortcoming in the existing By-Laws and regulations.

4. Fire Safety- Performance Based Approach has been introduced several years ago and has been officially adapted on 9th August 2002 by Fire And Rescue Department, Malaysia. Yet this approach has not been very well understood by many professionals and authority Having Jurisdiction in this area.

5. Fire Safety-Performance Based Approach has been widely practiced in overseas. It is a scientific and engineering based approach whereby the determination of type and standard of fire safety protection systems required specific testing and research in order to provide maximum fire safety protection in such buildings. This approach has been proved to be effective in saving lives and properties during the event of fire.

6. Although the implementation of Performance Based Approach is vital, but it is truly apply to the premises or part of premises, which the prescriptive codes, is not applicable. Meanwhile, the policy of adapting this approach will not impeding the other fire safety codes or standards to be practiced due to its suitability. Again, it is to stress that the Fire Authority and Fire Safety Consultants should give priority to the UBBL 1984 or other prescriptive codes while determining the fire safety protection systems in the buildings as general.

7. Finally, I believed this seminar and forum is most timely to impart knowledge to all participants in the related field. I hope that participants will take this opportunity to interact, exchanging ideas and to discuss the concept and the scope of implementation of Performance Based Approach. We also hope that this seminar and forum will bring about a new awareness and understanding of Performance Based Approach to all of us.

Once again, I would like to record our deep appreciation to YB Dato’ Seri Ong Ka Ting, Minister of Housing And Local Government who has graciously consented to officiate the opening of Fire Safety-Performance Based Approach Seminar. Our heartfelt thanks also go to The Institution Of Engineers Malaysia (I.E.M.), The Association Of Consulting Engineers Malaysia (A.C.E.M.), and Persatuan Akitek Malaysia (P.A.M.) and all individuals concerned who have extended their assistants and supports to ensure the success of this significant event.
