Selamat pagi dan selamat sejahtera.

First and foremost, I wish to thank the Organizing Committee for inviting me to officiate the Kempen Jenayah Sifar III- Bandar Selamat for PJ Utara area. I am also pleased to see a wide spectrum of participants from PJ Utara who show concerns about the welfare and in particular security matter in your close neighbourhood.

Talking about safe city, my Ministry has outlined several strategies to address issues on:

a) Crime such as theft, house break-in, snatch theft
b) Natural disasters such as flood and landslide
c) Social and moral decay
d) Indoor or outdoor accidents such as fire and road accidents

Of course, crime prevention being among our top agenda will require close collaboration with other agencies such as police, NGOs as well as residents association and their members to ensure its effectiveness. My Ministry has issued a guide book on ’23 steps towards crime prevention’ outlining the necessary measures to create a safe living environment. Over 5,000 copies of the guide book have been distributed to all the local authorities, Councilors, police and NGOs. Constant efforts are also being undertaken to improve further the measures. For example, the motorcycle locking devise as practiced in Malaka may be applicable to other local authorities in reducing the number of motorcycle thefts as motorcycles theft is the highest crime category in the country. It is a form of crime prevention through environmental design such as adequate lighting in dark area, protective barrier to pedestrian, CCTV, warning sign, access control, maintenance and so on.

To this, I am pleased to note that that many of such measures have been implemented by the local authorities. Majlis Bandaraya Shah Alam is leading the others and has implemented all 23 steps while Majlis Bandaraya Johor Bahru, Majlis Perbandaran Kajang and Majlis Perbadaran Kulai have implemented 20 steps. As the figures start building up, I hope to see a more encouraging impact on the nation wide drive against crime rate.

Ladies and Gentlemen

I wish to take this opportunity to commend the police force in providing a good security network throughout the country. They have performed the crucial role of keeping Malaysia safe and secure. The Police has been an effective enforcement mechanism in safeguarding the security and I am confident that they will continue to receive support from the communities. As all of us know, combating and preventing crime is always an uphill battle. However, crime prevention is not just the sole responsibility of the police alone. The people also should be prepared to be involved as a partner to fight crime and help raise the awareness in crime prevention. The crime is getting more daring and sophisticated nowadays. We hear organized crime, violent crime, blatant attack before snatching, robbing in front view of public, smart use of tools, sexual harassment and the lists go on. Your role and participation as citizen in general and residents in particular are important to send the important message of your determination to rid of unwanted crime.

The campaign this morning clearly illustrates your concerns and sense of value on safety. For this, may I urge your JKKK to forge a smart partnership and work closely with the police in achieving your goal of Jenayah Sifar. I am sure the police with their know how and network can assist you to maintain the general security position of your neighborhood. The setting up of Neighborhood Watch in some places are a good example.

Ladies and Gentlemen

The Ministry is fully aware of some of the anti-social behaviors committed by ‘lepak ‘youths or drug addicts. On this, my Ministry has been emphasizing all local authorities to allocate ample space for the construction of sports and social amenities such as sports courts, playgrounds, parks, halls and libraries for the residents to occupy their leisure hours. We have been working closely with the Ministry of Youth and Sports through the local authorities to develop such facilities in order that the youths could spend quality hours at these outlets rather being lured to unhealthy activities that can lead to criminal activities. For this, I have also directed Jabatan Perumahan Negara under my Ministry to incorporate more of such facilities in the future Project Perumahan Rakyat (PPR) which is being built for the lower income group.

Ladies and Gentlemen

Safety in our cities is not something given and it cannot be taken for granted. It requires a combination of good planning, proper maintenance and vigilant community involvement in crime prevention to ensure a city’s security and livability. I am glad that, over the years, the PJ Utara community has shown much vitality and enthusiasm in ensuring a more livable and attractive environment around them. I am proud that you all have developed a strong sense of pride and ownership over this immediate environment of yours and is taking every possible steps to ensure its well being and safety. Your presence this morning clearly illustrates your commitment to this cause. Here too, I wish to commend Datin Paduka Chew Mei Fun for her tireless endeavours in raising higher awareness of the community under her constituency on safe and healthy living environment.

Lastly, may I once again congratulate the organizing committee for this successful function which will in long term benefit all residents in this area. Let us continue to work closely together to keep our homes and community safe and secure. With those words, it is with great pleasure that I officially launch this Jenayah Sifar III program.
